Vietnam has the fastest growing digital economy in Southeast Asia, with digital data recognised by the Vietnamese Government as an important asset for economic growth. The Vietnamese Government has promoted the importance of digital data in the National Digital Transformation Program(1) and has specified promulgating legal documents relating to the creation, management and sharing of data, protection of personal information, electronic identity and electronic archives as one of the key objectives in the development of an e-government(2). With the escalation of cybercrimes and data privacy violations in Vietnam’s cyberspace, the Government is accelerating the consolidation of the data legal framework for better enforcement of data protection and cybersecurity.
