The topic of international transfers has already been, from the times of the Bodil Linqvist case(1) under Directive 95/46/EC, one of the most complicated and fascinating subjects in the data protection world. Pablo Palazzi’s book aims at offering clear guidance to practitioners dealing with international transfers in an even more complicated legal environment, following the ECJ rulings in the Schrems I(2) and Schrems II(3) cases.
The author takes the reader by the hand and starts by explaining in a clear and detailed way the basic concepts and actors relevant to understanding how international transfers work in practice. Following the explanation of the concept of adequate protection and possible derogations in specific cases, he goes in depth into the concept of appropriate safeguards, illustrating his explanations with twelve pertinent practical cases. The cases show that international data transfers are no longer exceptional; they are part of our daily activities worldwide, underlining the need to find appropriate solutions in practice.
