Insights from the EDPB and EDPS Joint Opinion on the Digital Omnibus on AI

On 19 November 2025, the European Commission introduced a proposal known as the “Digital Omnibus on AI,” aimed at streamlining the implementation of the EU AI Act.(1) It is part of a broader “Digital Omnibus Package” that seeks to ease compliance in the digital space with simplification of AI and cybersecurity rules, and the introduction of new digital data strategies.

The proposal aims to amend the EU AI Act and focuses on reducing administrative burdens for organizations deploying AI, particularly for small and medium-sized enterprises (SMEs) and small mid-caps (SMCs).(2) The proposed amendments also include other topics, such as amending the implementation timeline of the rules for high-risk AI systems and reducing the registration burden for certain AI systems.
