Terms of reference

The protection of childrens interests is an area of significant debate and increasing public policy and media attention. Many countries and regions have now developed laws and regulations regarding privacy, but in the main these have tended not to single children out as deserving of special protection or to provide practical, workable solutions. Nevertheless, the way in which children's privacy issues are treated does require consideration of a number of special factors. In addition, in many countries, children are increasingly becoming important economic actors, with significant purchasing power and distinct economic behaviour. With the availability of accessible technology, children are also interacting with the world around them in increasingly sophisticated ways, with, businesses, the public sector and peer to peer networks.

With these considerations in mind, the Children's Privacy Protection Network (CCPN) was established by a number of predominantly commercial organisations involved with regular communication and/or interaction with children, with the intention of creating a forum for discussion and the development of best practices and practical guidelines for the appropriate protection of children's privacy by those who interact with children.


The CPPN is open to all commercial and public sector organisations who process, or advise on the processing of, children's data in the course of their business (this would include legal and other providers of professional services). However, the CPPN is not open to Governmental or regulatory bodies or authorities, or to advocacy or lobbying groups, or academic institutions. Such bodies or groups may however be invited to participate in the CPPN activities and meetings to provide expert advisory input on a case by case basis.

Meetings will be held when specific issues arise that are of interest to previous CPPN members and particants. If you would like to be kept up to date on future meetings please email glenn.daif-burns@privacylaws.com.

Objectives

To develop and promote best practices with regard to the protection of children's privacy. This includes:

  • Sharing and developing best practices;
  • Developing codes of practice and self-regulatory approaches to children's privacy issues;
  • Identifying practical problems and practical solutions to children's privacy issues;
  • Sharing knowledge;
  • Promoting the work of the CPPN to regulatory authorities, governments and other stakeholders with regard to children's privacy;
  • Supporting or commissioning research in children's attitudes and experience with privacy related issues.
